Wobine obtained her bachelor's degree at the University of Utrecht. After which she continued her education in Delft and Rotterdam, where she obtained her doctorate Business Administration through a graduation thesis at the RIVM. She has subsequently lived in the United States with her family. Back in the Netherlands she worked in various management positions at knowledge institutions such as Avans Hogeschool. She was a member of the Provincial Council of Noord-Brabant. In 2007 she became a board member for Economy and Mobility at the province of Noord-Brabant until she was appointed mayor in September 2011. She has contributed to the establishment of Pivot Park. Also from 2012-2014 she was Chair of the Supervisory Board of the Integraal Kankercentrum Zuid, then a Member of the Supervisory Board of the IKNL. In addition to being mayor, she is chair of Overlegorgaan Fysieke Leefomgeving and chair of Vrienden van Bernhoven Foundation. Oss has been named the most inspiring Global Goals municipality twice by the VNG.
